Ms. Troutman received her B.A. degree in social studies education from the University of Oklahoma in 1972, graduating Phi Beta Kappa. She received her Juris Doctorate degree from the University of Tulsa College of Law in May 1993, graduating with a class rank of 5 out of 199 graduates. While a law student, she served as production editor on the Tulsa Law Journal, was a member of Phi Delta Phi Legal Fraternity, and received American Jurisprudence Awards for conflicts of law and appellate advocacy. Upon graduation, she received the Order of the Curule Chair for outstanding academic achievement and service to the law school.
Ms. Troutman was admitted to the Bar of the State of Oklahoma in October 1993. She has been in private practice since that time. She is admitted to practice before the United States District Courts for the Northern, Eastern, and Western Districts of Oklahoma; the Northern, Eastern, and Southern District of Texas; and the Ninth and Tenth Circuit Courts of Appeals. Additionally, she teaches Introduction to Legal Research as an adjunct instructor at Tulsa Community College.
Ms. Troutman is currently serving as the director representing the Tenth Circuit on the Board of Directors for the National Organization of Social Security Claimants’ Representatives (NOSSCR). She has taught several Continuing Legal Education (CLE) classes on various subjects related to Social Security Disability at NOSSCR conferences. In addition, Ms. Troutman has had the responsibility of describing recent Tenth Circuit cases and trends in Tenth Circuit decisions to attendees at every NOSSCR conference for the past 10 years. She has also taught numerous other CLE classes related to Social Security Disability.
Ms. Troutman limits her practice to representation of claimants before the Social Security Administration and to federal court appellate advocacy of Social Security claims. She has written more than 1,500 briefs for submission to the federal court. She is a sustaining member of NOSSCR and has attended every NOSSCR conference since she began practicing law.
